INVITATION FOR BIDS (IFB) MINISTRY OF YOUTH AFFAIRS AND SPORTS FOR SUGATHADASA NATIONAL SPORT COMPLEX AUTHORITY RESURFACING OF THE 400m, 200m & 80m SYNTHETIC TRACKS AND OTHER REHABILITATIONS AT SUGATHADASA OUTDOOR STADIUM
1. The Chairman of High Level Procurement Committee, Ministry of Youth Affairs and Sports of Democratic Socialist Republic of Sri Lanka on behalf of the Sugathadasa National Sport Complex Authority, now invites sealed bids from eligible and qualified bidders for Resurfacing of the 400m, 200m & 80m Synthetic Tracks at Sugathadasa Outdoor Stadium as described below and estimated to cost LKR 764,535,529.16 (Sri Lankan Rupees Seven Hundred Sixty-Four Million Five Hundred Thirty-Five Thousand Five Hundred Twenty-Nine and Cents Sixteen only) excluding VAT.
2. Bidding will be conducted through International Competitive Bidding (ICB) procedure accordance with the Procurement Guideline 2024 version published by National Procurement Commission of Sri Lanka. The procurement process shall be open to all eligible bidders as defined in the Guidelines.
3. The Government of the Democratic Socialist Republic of Sri Lanka (GOSL) has allocated funds from its national budget toward the cost of this Project, and it is intended that part of the proceeds of such funds will be applied to payments under the Contract for which this Invitation for Bids is issued.
4. The proposed project involves the comprehensive resurfacing and upgrading of the existing synthetic athletic tracks and associated facilities at Sugathadasa National Sport Complex Authority - Outdoor Stadium, located at P.O. BOX 2211, Arthur De Silva Mw, Colombo 13, Sri Lanka. The stadium is one of Sri Lanka’s premier multi-purpose sports venues and a key location for national and international athletics events.
5. The existing synthetic track has deteriorated due to age, weather exposure, and intensive use, leading to reduced performance characteristics and potential safety risks. The objective of this project is to restore the track to full international standard, compliant with current World Athletics (WA) requirements, thereby enabling the venue to regain international certification and provide a safe, high-performance competition surface for the next 5–10 years.
6. The construction period is 120 Calendar Days. The works primarily comprise the complete resurfacing and upgrading of the athletic track system and related infrastructure, including but not limited to the following major components:
* Resurfacing of the existing 8-lanes 400m, 200m, 80m synthetic tracks and all existing synthetic areas with Blue colour Full Pour Polyurethane (Full PUR) system, including necessary asphalt base repairs.
* Application of new line markings in full compliance with World Athletics standards and obtaining Class 1 Certificate for 400m track.
* Providing a warranty for the Full PUR synthetic athletic track system for the specified 5 years of period including the Defect Notification Period, covering materials, workmanship, and performance in accordance with the requirements of World Athletics standards.
* Upgrade drainage system, levelling and grading of external grass areas, Demolition of part of the pavilion block
* Installation of prefabricated PE distribution shafts (pits) and service ducts for electrical and timing system cabling (allowing for future timing equipment installation), Construction of an additional High Jump pit near the 80m track, Long Jump pit and shot-put facilities near 80m track, and Supply and installation of ancillary athletics accessories.
* Other ancillary items associated.
7. To be eligible for contract award, the successful Bidder shall be a legally constituted entity duly registered in its country of incorporation, and having registered with the Construction Industry Development Authority (CIDA) under Grade C2 or higher in Highway Construction or Building Construction, and shall not be under suspension, debarment, or blacklisting by any government, public institution, or statutory authority in any country, including Sri Lanka.
8. Foreign bidders shall submit bids by forming joint ventures with local bidders or through their local agents.
9. Qualifications requirements to qualify for contract award also include:
a. The Bidder shall have successfully completed at least five (5) World Athletics (formerly IAAF) certified 400m Full PUR Standard Synthetic Athletic Track with cast-in-situ system with a PU product from World Athletic Approved manufacturer, within the last ten (10) years. Necessary World Athletics certificates and corresponding completion certificates issued by an officer not below the rank of Executive Engineer/equivalent to be enclosed.
b. The Bidder shall have successfully completed at least one number of asphalt subbase for minimum 200m athletic/racing track or Road works including asphalt laying for a minimum 1km length in a B grade road within last 10 years.
c. From the above five projects, the Bidder shall have successfully completed a minimum of two (2) World Athletics Class 1 certified, 400m track (with minimum 8 number of lanes), Full PUR Standard Synthetic Athletic Tracks. Necessary World Athletics certificates and corresponding completion certificates issued by an officer not below the rank of Executive Engineer/equivalent to be enclosed.
d. From the above five projects, at least one (1) of the above five (5) tracks shall be a World Athletics certified track, constructed by the Bidder using the proposed polyurethane (PU) system from a World Athletics approved manufacturer, which has been in satisfactory operation for a minimum period of three (3) years in a tropical country lies within the region between 23.50N and 23.50S latitudes. Corresponding commendation letter issued by an officer not below the rank of Executive Engineer/equivalent to be enclosed.
e. The required experience may be demonstrated by the Bidder or, in the case of a Joint Venture, by one or more partners; however, at least one partner shall demonstrate substantial experience in the execution of World Athletics certified Full PUR Synthetic Athletic Tracks, having executed such projects either individually or as a partner in a Joint Venture.
f. From the above five projects, The bidder shall demonstrate performance of completion of at least one Full PUR Standard Synthetic Athletic Track outside of its country of incorporation.
g. The Bidder shall demonstrate sound financial capacity, including an average annual turnover exceeding LKR 2.00 billion over the five (5) years in last (8) eight years, supported by audited financial statements in English.
h. The Bidder shall have its minimum amount of liquid assets and or certified bank facilities, net of other contractual commitments and exclusive of any advance payments shall not be less than LKR 573 million.
i. The Bidder shall possess adequate technical capability to execute the Works, including the availability of suitably qualified and experienced key personnel, access to the necessary construction plant and specialized equipment (list to be specified), and the capacity to procure, supply, and install materials compliant with applicable international standards, including World Athletics requirements where applicable.

(Email: as_procurement@moys.gov.lk, Tel: +94 11 2664952) and may inspect the bidding documents at the above address from 0900 hrs to 1500 hrs (SriLanka Standard Time) on working days. All requests for clarification shall be submitted to the Assistant Secretary (Procurement), on or before 25th May 2026.
11. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to The Chairman, Sugathadasa National Sport Complex Authority, P.O. BOX 2211, Arthur De Silva Mw, Colombo 13, Sri Lanka., from its procurement division, from 27th April 2026 until 05th June 2026 (on working days) from 0900 hrs to 1430 hrs., upon payment of a nonrefundable fee of LKR 88,500.00 including VAT. The method of payment will be cash payment to the Cashier, Account Division, Sugathadasa National Sport Complex Authority, P.O. BOX 2211, Arthur De Silva Mw, Colombo 13, Sri Lanka.
12. Bids shall be addressed to The Chairman, High Level Procurement Committee. And delivered by hand or mail or deposited at the tender box at Account Branch, Ground Floor, Administration Building, Sugathadasa Outdoor Stadium, Sugathadasa National Sport Complex Authority, P.O. BOX 2211, Arthur De Silva Mw, Colombo 13, Sri Lanka. on or before 1400 hrs., (Standard Sri Lanka Time) 08th June 2026. Late bids will be rejected. Bids will be opened soon after closing in the presence of the bidders’ two representatives who choose to attend.
13. Bids shall be valid up to 02nd November 2026.
14. The Pre-bid Meeting and Site Visit will be held on 13th May 2026 at 1000 hrs (Sri Lanka Standard Time) at Sugathadasa Sports Hotel, No. 163, Prince of Wales Avenue, Colombo 13, Sri Lanka.
15. All bids shall be accompanied by a Bid-Security, of Sri Lanka Rupees Eight Million (LKR 8,000,000.00) in approved form in accordance with the Bid Data valid up to 28th December 2026.
